D C Nath in an interaction with Anand Singh & Archana Paswan provides insight into IISSM, the pioneer institute imparting training in industrial safety & security.

The liberalization policy of 1991 ushered in an era of industrial growth. This new economic policy paved way for the development of numerous industries. The growing number of industries created greater demand for personnel to man the burgeoning premises. The government security agencies lacked manpower to cater to this huge demand. Thus there was a great need and a wonderful opportunity for the private security agencies to establish their foothold. Many private security agencies cropped up to seize the opportunity, but were unable to deliver because they lacked basic professional finesse. With a view to bridge this lacuna, a group of experienced, retired professionals from the field of civil and military security services joined hands and established International Institute of Security and Safety Management .

 Securing Industrial_CorridorsThe International Institute of Security & Safety Management (IISSM) was established with a view to provide state of art training to security and safety professionals. Since its inception , IISSM has provided a platform to professionals to come together, discuss and deliver discourses on safety&security related issues. This has helped security professionals in keeping abreast with the latest trends being followed by the experts in this field. IISSM is now in its 20 years of imparting training on safety and security measures needed to be deployed in the industrial premises. The institute preaches to practice safety & security in the industrial spheres .Providing an insight into the aims and ambitions of the institute, The President and Director General of the institute, Shri D C Nath quotes that IISSM was established primarily for creating security c o n s c i o u s n e s s a n d professionalism. He adds that the institute does not impart ground level training, instead it positions security & safety personnel in the managerial cadre. He says that there are different teaching methods and modules which are being followed at IISSM. There are regular certificate courses which prepare the security professionals to take up assignment at the managerial level.

One of the hallmarks of this institute is its national and international conferences, where security experts from all over the globe participate and lecture on the security measures. In the past 20 years, IISM has organized seminars in Mauritius, Kathmandu, Penang New Delhi etc. Mr.Nath reiterates that the seminars conducted by the Institute is, one of the best organized conferences in the world. He adds that these seminars cover all aspect on industrial security .He stresses that all seminars thrust on industrial security and see participation from Public sector units, private industries etc in equal numbers. Last year IISSM held its X1Xth Annual International seminar at Le-Meridian, New Delhi which saw participation of delegates from ICDO, Geneva, UK, Australia, South Africa, Singapore etc. The topics discussed during the seminar were Counter terrorism- The Israeli Perspective, Innovation by Private Sector in Counter Terrorism, Conventional and unconventional methods of counter Terrorism etc. Many such topics related to IT & Cyber security were also discussed. During this seminar two books were released and awards were presented in various categories

In continuation to its tradition, IISSM is organizing its 20 International Seminar between December 9 to 11, 2010. This time the agenda of the seminar is to showcase Private Security as an Enabler and to highlight the Role, Responsibilities and Methodologies in the next decade. The special features of IISSM-2010 is the 14 sessions of panel discussion with security experts, an opportunity to network with national & international security users, providers and consultants .

In one of its unique initiatives, IISSM has been successful in getting a 6-day module included in the curriculum at some of regular MBA institutes. Nath says that the students as well as the management at these institutes have responded well to the course. He adds that gradually this trend is catching up and he is getting positive feedback from other institutes as well.

On being questioned on the future that he visualizes for security & safety training industry and IISSM in particular, he replies that “even when there was lack of awareness and when people were not keen on spending on security, we grew over the years. Now when there is willingness and more important, need to spend on safety &security, I see nothing but a brightly lit road ahead.

Superannuated in January, 1995, as the Special Director, Intelligence Bureau, D.C. Nath (IPS-1960) is currently the President & Director General of the International Institute of Security and Safety Management (IISSM), headquartered in New Delhi, for the last over 12 years. He is a visiting faculty to a number of Institutes (like Indian Institute of Public Administration (IIPA), Sardar Vallabhbhai Patel National Police Academy (SVPNPA), Lal Bahadur Shastri National Academy of Administration (LBSNAA) and Academies, including Management Training Institutes, covering different aspects of security and industrial security management. He coordinates a six-day module on Security and Safety Management at the Aravali Institute of Management, Jodhpur. Winner of both the honours available in the police service, namely, Indian Police Medal for meritorious services and the President’s Police Medal for distinguished services, and the Prime Minister’s Silver Cup Essay Competition at the National Police Academy in two successive years, Nath had made a very significant and highly-appreciated presentation at IIM, Lucknow, on “Image Building for IPS Officers” at the Vertical Interaction Programme for senior IPS officers. He was a regular contributor to Annual Police Congresses for many years, especially covering police administration issues.

The author of a highly acclaimed book, Intelligence Imperatives for India, Mr. Nath earned high plaudits from all around for two of his very significant presentations on: “Revisiting the Future of India” (2005, London) and “Lessons from India for the War On Terrorism” (2007, USA). Nath also played a very useful role towards the finalization and eventual passing of the Private Security Agencies (Regulation)Act in June, 2005.
